Evaluation

Since the program’s beginning, CR21 has been committed to assessing its accomplishments and the challenges that lie ahead. Evaluation is contracted to Barbara Goldberg and Associates who measure both the success of CR21 participants and the success of WFIC in delivering quality programming. CR21 staff use the results of these evaluations to shape the program. 
 
To measure outcomes, WFIC staff and evaluators are diligent in tracking the progress of all students as they move through the program. CR21 staff works closely with schools in each of the CR21 geographical service areas to obtain student report cards from which grade point averages and school attendance statistics are obtained. They also track attendance at all CR21 activities and program retention rates from year to year. Once CR21 students graduate from high school and move on to college, CR21 staff will track high school graduation, college enrollment, college retention, and college graduation statistics.
 
The success of CR21 will ultimately be determined by the number of participants who graduate from high school and move on to college. In Milwaukee, all 202 students who have stayed in the program from its first four cohorts have successfully graduated from high school. In addition, 174 of 202 (86%) program alumni have moved on to college. In Northeastern Wisconsin, three classes have finished the program. One hundred percent of the 81 students from the first three classes have graduated from high school, and 63 of 81 (78%) program graduates have moved on to college. 
 
Currently in its third year of programming, CR21 – Southeastern Wisconsin students have reached the 10th grade and have not yet graduated from high school. However, the program is based on successful CR21 models in Milwaukee and Northeastern Wisconsin. WFIC fully expects to replicate the results of these programs in Southeastern Wisconsin. 
 
Included below are outcome indicators of CR21 objectives:
 
Objective 1: To retain 80% of participants in CR21 from year to year
  • Outcome Indicator:80% of CR21 students will continue in the CR21 program from year to year. 
  • Outcome Indicator:CR21 students will attend 60% of monthly Saturday events.
Objective 2: To graduate 95% of active CR21 participants from high school.
  • Outcome Indicator: High school and program records will indicate that 95% of CR21 seniors who attend at  least 60% of monthly CR21 events will graduate from high school.
  • Outcome Indicator: CR21 students will graduate high school with a 2.5 cumulative grade point average (GPA). 
Objective 3: To ensure that 75% of CR21 high school graduates are accepted into college.
  • Outcome Indicator:College acceptance letters will indicate that at least 75% of CR21 graduates will move on to college by the next fall term.
